Europe experienced widespread relief on Monday, as the tension caused by the presentation of a new 28-article proposal for achieving ceasefire appeared – momentarily – to have been stabilised. A Washington representative spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its response: an extensive attack of missile and drone strikes on Kyiv.
The Cycle of Diplomacy and Destruction
The sequence of conflicting incidents captured the harsh reality of the recent timeframe. By day, diplomatic battles are conducted: positive announcements are delivered from different nations. Significant resources is devoted on managing specific proposals. By night, the Kremlin brutally reminds the world that, for them, conflict continues to be the primary tool for achieving "peace".
After-Dark Attacks
As Russia's attack developed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was revealed. Ukraine is equipped to monitor missile launches from enemy soil, a capability enabled by current data. From observation points, defense planes that had been scrambled to intercept incoming guided weapons flew past – advanced fighter aircraft supplied to Ukraine by NATO members.
Shortly after, Kyiv's missile defense engaged: several firings fired to intercept a hostile projectile. This was a sophisticated defense system at work, most likely supplied through allied countries. Every launch jolts you unexpectedly, causing tremors. The instant of fear quickly transforms into sober acceptance: perhaps the incoming missile won't strike its target this time, protecting urban areas from devastation and further power outages.
Ongoing Risks
Soon after, a automatic firearm fired at a drone in the vicinity, part of a rapid response unit – probably allied-provided weaponry. Regrettably, the bullets missed the enemy aircraft – it continued its flight toward its objective.
With pauses, this persisted until dawn. Kyiv faced the daybreak reports: seven people killed, damage and utility failures in multiple buildings as a result of the evening attack. As always, everyone still went about their day – enduring hostilities. But those 24 hours demonstrated Ukraine's vital need on Western support – a need that regional partners are evidently unprepared to replace in the short term.
Unsuccessful Negotiations
The comprehensive proposal from US administration sparked intense emotion, discussion and serious worry – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after prior negotiation attempts and international summits.
Every new initiative from US leadership adheres to the consistent cycle: a political offensive against Ukraine, which Kyiv, with partner nations, manages to fend off. They manage the tension but never actually achieve victory. This pattern will, undoubtedly, continue.
Political Considerations
It is easy to blame particular leaders of repeatedly advocating Russian terms. But that does not seem to be the whole story. Washington works based on a principle familiar among international relations experts: you cannot win at the negotiating table what you have been unable to protect through force. The American government believes that it is unfeasible to compel Moscow to surrender the territory that it currently occupies in Ukraine's southern or eastern regions.
The issue is that while recognising this factual reality, US leadership does little to deter Moscow, through words or deeds, from assuming that the current condition will not shift further in its benefit in the months ahead.
Opposing Positions
Therefore, the Kremlin is convinced that time is on his side – that Ukraine and its partners are approaching exhaustion. Their reason to agree to terms that does not give them the maximum possible gain is almost completely absent. There may be numerous efforts to achieve ceasefire, but they will continue as long as Russia's leadership remains supremely confident in the outcome.
On the contrary, Ukrainian leadership believes that Ukraine can still persist, gradually sacrificing civilians and areas but preventing a total frontline collapse until situations evolve in its benefit.
Present Conditions
Factually, there are no real preconditions for a truce. Now, subjective factors are becoming relevant: personal goals to broker a ceasefire and secure international recognition, and Ukrainian leadership's dual difficulties – on one hand, not to distance important partners, and on the other, to mobilize citizens around the flag against any proposal Kyiv finds unworkable, so that their priority does not shift toward homefront challenges. And although their task will now be considerably more difficult after recent developments, it remains quite doubtful that this will change their overall approach.
These conflicting dynamics are guiding negotiations.
Summary and Prospects
It took a only one week to eliminate the proposed articles of the most recent proposal. Forceful and unpredictable management of the matter by US administration, resistance by Ukraine and the rest of Europe, along with calming attempts of negotiators, and finally, latest revelations, all did their job.
While new proposals based on previous concepts are imminent, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are rooted in Kremlin requirements and demonstrate certain reluctance to change the course of events, if they maintain solidarity and enhance their military capacity at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the predictable period, primarily depend on ongoing international assistance.
